Basically, there is no visa which can invite your parents, brothers and sisters. Only spouse and children can obtain the family visa.
However, there are a few exceptions.
1. Designated Activities visa (Parents of highly skilled professional residents)
Highly skilled professional residents could invite their parents who need to take care of the infant children of highly skilled professional residents.
the requirements are strict and limited to the parents need to take care of the pregnant spouse or infant children under 7 years of age of highly skilled professional residents. If the grandchildren grow up enough, they will have to return to their home countries.
2. Designated Activities visa (Old parents who needs care)
Parents who are elderly and need care could recognized this visa.
Requirements are
①The parent must be around 70 years old
②The parent must have no one to take care of them in their home country or in a country other than Japan.
③The child residing in Japan must have a stable income to take care of his/her parent.
If you and your parent meet those requirements, your parent may obtain the Designated Activities visa.
3. Temporary visa.
You could invite your parents, brothers and sisters with Temporary visa. This visa will allow them to stay in Japan Up to 180 days a year.
However temporary visa residents don’t have the right of Japanese residents.
Which means they are not be able to work, not be able to go to school.
Since they are unable to join the National Pension Plan with this visa, they have to pay 100% price to the hospital when they would get sickness in Japan.
4.Other visa such as work visa, business management visa or student visa.
If you wish to invite your siblings or relatives for the purpose of working or studying, they should obtain the visa appropriate for that purpose.
